Kick out not only OGPI in Didipio, NV but all large scale mining in the country

We in the Task Force Detainees of the Philippines (TFDP) laud the Commission on Human Rights of the Philippines (CHR-P) in its recently released recommendations to the government to withdraw the FTAA issued to the Oceana Gold Philippines Inc. (OGPI) due to its human rights abuses committed against the peoples of Didipio, Nueva Vizcaya. (PDI January 18 issue: article “Aussie mine firm should be kicked out-CHR”)

The resolution was a result of the fact-finding mission conducted by the then CHR Chairperson Leila De Lima in November of 2009.  This was in response to the affected communities request together with other human rights organizations, anti-mining advocates and peoples’ organization from the national and local level after we documented and assisted residents of Didipio victimized by OGPI.

We agree with CHR Chairperson Etta Rosales’ call to kick out OGPI out of the country due to its human rights abuses.  This case along with the situation of other mining affected communities specially indigenous peoples communities around the country are proof that the economic progress that large scale mining promises goes together not only with environmental hazards but also with human rights abuses.

The peoples of mining affected communities have been protesting Big Corporations’ large scale-mining activities (like in Didipio) because it directly affected their rights to food and housing and deprived them of their access to means of subsistence.  Their cultural and political rights were also put at stake just for the development that the previous and even the P-Noy administration see as potential economic growth source.
In fact, the indigenous peoples in Didipio were intentionally deprived of their right to be consulted through the Free Prior Informed Consent (FPIC) when OGPI acquired some of their signatures through deception and manipulation, bribery, harassments and assault.

There are incidents of forced evictions, burning of houses, shooting and threats caused by OGPI’s personnel as response to the resistance of the people. Even some police personnel were also involved.  OGPI was also able to divide the community and caused frictions within families through lucrative offers of money and false and short-lived projects.

P-Noy should take CHR’s recommendation to kick OGPI out, for the sake of our own peoples of Didipio, Nueva Vizcaya for it is the government’s obligation to protect the human rights of the people.  He must also reconsider his stance on the mining industry in the Philippines because we are sure that large scale mining will cause our people no good but suffering and harm.

Repeal the Mining Act of 1995. Kick out not only OGPI in Didipio, NV but all large scale mining in the country.
