Eight (8) political prisoners were granted conditional pardon with parole conditions by former President Gloria Macapagal Arroyo.  After more than a decade of political detention and punishment by the state, Orlando Bundalian Jr., Ruperto Lopez Jr., Pedro Madera, Pedro Pascual, Anacleto Mercader, Rogelio Galero, Mariano Reyes and Rodolfo Tubera were released at last this July 8, 2010 from the Maximum Compound of the National Bilibid Prison (NBP) in Muntinlupa eight days after the former president’s term ended.

The eight (8) were part of the 271 political prisoners and political detainees (Records of TFDP as of June 15, 2010) languishing in jails around the country because of their political beliefs and actions that the state perceived as a threat to its existence. While their release is a welcome development it is just a small token compared to the injustice, violations of human rights and suppression that are bestowed to all our human rights defenders and freedom fighters. Their release reunites them with their wives and children, mothers, fathers, siblings, relatives and friends, who for decades waited and struggled for the attainment of their freedom.

8 political prisoners ordered to be released by PGMA remain in prison after she steps down

Task Force Detainees of the Philippines (TFDP) a human rights organization calls for P-Noy’s attention on the situation of their so-called “FREEDOM-8” or 8 political prisoners in New Bilibid Prison (NBP) in Muntinglupa.  The release of the “FREEDOM-8” according to TFDP was signed by PGMA this May 2010 as a product of their lobby to the Presidential Committee on Bail Recognizance Pardon or PCBReP.

A memorandum signed by Executive Secretary Leandro Mendoza for their release was only transmitted to the Bureau of Corrections (BuCor) this June 25, 2010, a Friday and three (3) working days before PGMA’s last day in Malacanang.  TFDP and relatives of the 8 expected the supposed releases before PGMA stepped down from office.

“The pending releases of the 8 political prisoners were because of the bureaucratic red tape of the government, and the inefficiency of the PCBReP in facilitating the releases. In the first place, we were told that the only last document that BuCor needed in order to release the 8 are individual papers that are supposed to be issued by the Office of the President, and was supposedly facilitated by this committee,” Emmanuel Amistad, the Executive Director of the TFDP said.

Bilang bahagi ng ating kampanya para sa paglaya ng lahat ng bilanggong pulitikal sa bansa, ngayong paparating ang araw ng kalayaan sa Hunyo 12, 2010 (sa buong linggo ng pag-alala rito) at sa huling hirit para sa panawagan sa pagtugon ni PGMA na magpalaya ng bilanggong pulitikal sa kanyang pagtatapos ng termino ay sasamantalahin po natin ang “on-line campaign” upang mapaabot ang ating apela sa kanya.

The Task Force Detainees of the Philippines (TFDP), as a human rights organization welcomes the incoming president Benigno “Noynoy” Aquino’s pledge to track down perpetrators of extrajudicial killings in the country during his meeting with the delegations of the European Union as reported in the June 1, 2010 issue of the Philippine Daily Inquirer (PDI).   

If he will remain true to his words, it will create a big difference compared to the outgoing administration of President Gloria Macapagal Arroyo that has instigated and abetted a culture of impunity in our society.  

The incoming president Noynoy Aquino should also immediately free all political prisoners and political detainees as a confidence building measure in attaining peace, and enjoin the NDF and MILF to seriously tackle the basic roots of social conflict in the peace negotiation table. TFDP’s records show that we have 262 political prisoners and political detainees jailed across the country as of March 2010.

We need not remind the President-elect that his father the late Ninoy Aquino was a political prisoner and upon his return was a victim of extrajudicial killing. The late President Cory Aquino immediately released political prisoners and political detainees during the start of her term as a gesture of peace and reconciliation.  

We expect no less from the son upon whose shoulders now rest the task of building this nation from the ravages of corruption, impunity and poverty.

Filipinos deserve to enjoy freedom and democracy and a peaceful life for all.
