THE government has scrapped San Miguel Corp.’s (SMC) bid to put up a huge dam that was supposed to supplement the water supply of the Philippines’ capital region.

In a press conference, Diosdado Allado, administrator of state-run Metropolitan Waterworks and Sewerage System (MWSS), on Wednesday said the agency had written to SMC, informing the food and beverage giant that the government would terminate the negotiations for the project, which has drawn flak from the National Economic and Development Authority (NEDA), Metro Manila’s two private water concessionaires, and a host of non-government organizations.

“This announcement will end all the speculation. The negotiation for the joint venture to develop the Laiban Dam has bogged down. We have terminated the negotiation. Thus, San Miguel is no longer being considered by MWSS as [a] partner,” Allado said.

He said both parties were unable to have a “meeting of minds,” even on the basic terms and conditions of the contract.

A key criticism to the project was a “take-or-pay” provision, which would require MWSS’ two private water concessionaries—and ultimately, the consuming public—to pay for unused water flowing from the dam.

Today marks the 24th anniversary of the people’s victory against tyranny and dictatorship. In February 1986, the Filipino people proved that the power of darkness need not prevail over the great rays of light. Freedom was regained, and the people’s voices and power triumphed!

The gains of EDSA gave us opportunity to look back at the things that led the people to rise up against the dominant powers at that time. We were made conscious that it was the curtailment of freedom and democracy and the oppression committed by the Marcos conjugal dictatorship that pushed the Filipinos to take on the cause to topple down the conjugal evil. The abuses brought about by the long arms of the dictator reached that point where the country could no longer bear it and so the people raised their voices in discontent and anger and swore that never again would evil prevail in our land!

The struggles and victories of EDSA were short lived. The powers that corrupted the government and the authorities of the Martial law years succeeded in creeping back into the minds of those who were entrusted with leading our land. Then, and now, the people are again facing the very same enemy that they toppled in EDSA during those great days of February 1986. The dreams that EDSA promised never materialized, for the atrocities that the people of 1986 denounced, happened again and in fact are gaining greater momentum now compared to what was happening then.

MANILA, Philippines – The proposed 113-meter high Laiban Dam project in Tanay, Rizal is a “monster goldmine” that will bring only unnecessary rate increases to the Metro Manila population while furthering private control over water resources, according to the Freedom from Debt Coalition.  

In a joint protest action with various organizations campaigning against the proposed Laiban Dam Project held Wednesday in front of the main office of Metropolitan Waterworks and Sewerage Sytem (MWSS), FDC said that any contract to proceed with the Laiban Dam project would not only be disastrous to the local communities already opposing the proposed project, but would also redound into unprecedented costs for the Metro Manila population within the MWSS’ service area.

We must address the real “water crisis”. Metro Manila's “water crisis” has nothing to do with a deficit in water supply, and everything to do with wasteful water management practices. Officials of the Metropolitan Waterworks and Sewerage System (MWSS) are saying that we need more water when what we actually need is a better MWSS. The demand projections that are being touted around as the main justification for the dam project are not at all supported by the facts. At best, they are but empty figures.

According to the Freedom from Debt Coalition, we would need only 1260 million liters per day (MLD) to provide each Metro Manila resident with double the minimum volume of 50 liters per capita per day (lcpd) prescribed by the World Health Organization. This required volume of 1260 MLD is barely one-third of our already existing supply. Even in the worst case scenario of an extreme El Nino drought this year, the allocated supply from Angat Dam will not go lower than 3000 MLD. As observed by the National Water Resources Board, the domestic water supply for metro manila would still be manageable but it would be imperative on the MWSS to properly rationalize the distribution of this supply.

The records and statements of both Maynilad and Manila Water support the fact that our water supply is actually sufficient to meet the needs of the coming years. Maynilad Services, for one, is presently using only around 35% of its allocated supply to service its existing customers.
