Ang pag-unlad ay maituturing na hindi makataong pag-unlad kung ito ay sapilitang isinasalaksak sa lalamunan ng mamamayan.

Ang “Pag-unlad” ay nagiging marahas kung hindi nito isinasaalang-alang ang kagalingan at kapakanan ng mamamayan at nagdudulot ng mga paglabag sa karapatang pantao habang ito ay ipinatutupad.

Kinukundina ng Philippine Alliance of Human Rights Advocates (PAHRA) sa pinakamatinding pakahulugan nito ang desisyon ng Department of Environment and Natural Resources (DENR) sa pagbibigay nito ng “Environmental Compliance Certificate (ECC)” para sa 11,200 ektarya na “Mindoro Nickel Project” ng Intex Resources, isang Norwegian mining company.

Oktubre 2009 nang ilabas ng Environmental Management Bureau (EMB) na pinamumunuan ng DENR ang nasabing ECC sa kabila ng 25-year moratorium sa malawakang pagmimina na ipinatupad ng pamahalaang pamprobinsiya ng Mindoro Oriental at ito rin ay sa kabila ng kawalan ng sapat na konsultasyon sa mga mamamayan ng Mindoro.

Muli, ipinakita lamang ng DENR ang kamanhiran ng pamahalaan sa mga kapahamakang idinudulot ng malakihang pagmimina at iba pang proyekto na nagtatago sa likod ng pag-unlad sa mga apektadong komunidad.

Sa pagpupumilit nitong akitin at anyayahan ang mga dayuhang nagangapital ay tahasan nitong natraydor at nalabag ang karapatan sa sariling pagpapasya at karapatan sa pakikilahok ng sarili nitong mamamayan.

More than a hundred human rights defenders stamp to stump large scale mining in front of the Department of Environment and Natural Resources (DENR) compound in Visayas Avenue Quezon City.

In line with the Commemoration of the National Indigenous Peoples’ Month, civil society organizations and human rights groups led by Task Force Detainees of the Philippines (TFDP), a mission partner of Association of Major Religious Superiors in the Philippines (AMRSP) demanded from DENR the immediate moratorium in large-scale mining operations and the repeal of the Philippine Mining Act of 1995 amidst grave human rights violations it caused to the Indigenous peoples’ in the country.

“Large-scale mining companies commit human rights violations with impunity.  Life, dignity and Indigenous peoples’ rights are always in peril because of our government’s policy to promote our mining industry as a way of generating revenue,” TFDP expressed with disgust.

Stop Human Rights Violations in Didipio! Stop Large Scale Mining in the Philippines!

In commemoration of the National Indigenous People’s month, support groups from the human rights community like the Task Force Detainees of the Philippines (TFDP), Philippine Alliance of Human Rights Advocates (PAHRA) and Philippine Human Rights Information Center (PHILRIGHTS) and from the anti large scale mining groups denounce all forms of human rights violations against the indigenous peoples brought by large scale mining operations in our country.

We condemn the recent incidents of human rights violation committed by the OceanaGold Philippines Inc. an Australian mining corporation operating in Didipio, Kasibu, Nueva Viscaya. The house of Elmer Lawagan, an Ifugao and a resident of Didipio was burned by unidentified men at 4 AM last October 2, 2009. Lawagan while guarding his house because of the fear of being demolished saw unidentified men together with others wearing OGPI uniforms roaming around his other house. When he approached them he was collared by one of the men and was immediately hit in different parts of the body. He saw the other men holding a 45 caliber and attaching a silencer on it. Fearing for his life he shouted to seek help from his neighbor.

It has been a long and arduous road for the human rights community’s lobby and campaign for the enactment of an anti-torture law. It has been more than a decade of challenges for the goal to criminalize this inhuman practice.  Meanwhile incidents of torture continue to increase and perpetrators remain free.

After the Bicameral Committee of the 14th Congress finished its session last August and came out with a combined version of the anti-torture bill which is also known as “An Act Penalizing Torture & Other Cruel, Inhuman and Degrading Treatment or Punishment”, both houses had ratified the bill and is now set to be transmitted to the President for signature.

Much has been done but there are more to be accomplished.

What we need to do now is to intensify our lobby work for the bill to be enacted into law.   Push Congress to immediately transmit the bill to the President and for GMA to sign it accordingly.
