HUMAN RIGHTS DEFENDERS – PILIPINAS (HRD-Pilipinas or HRDP)
Human Rights Defenders – Pilipinas or HRD-Pilipinas is a non-stock, non-profit organization duly registered under the Philippines’ Securities and Exchange Commission (SEC). It is a membership organization of individuals actively engaging in the promotion, defense, protection and fulfillment of “human rights for all” in the Philippines on various issues be it in civil, political, economic, social, cultural spheres or in the field of development and peace.
Human Rights Defenders-Pilipinas was born-out from the series of campaigns of civil society organizations against the rising phenomenon of extra-judicial killings of human rights workers and activists in Philippines in 2006. This was highlighted with the official visit of the UN Special Rapporteur on Summary Execution Prof. Phillip Alston in March 2007; and, its subsequent report and recommendations on the Philippines at the UN Human Rights Council.
In 2008, under the Human Rights Defenders Program of the Task Force Detainees of the Philippines (TFDP), series of consultations were conducted on the situation and protection of HRDs. In a resolution during the 1st National Conference of Human Rights Defenders on December 1-2, 2009 at De LaSalle College of Saint Benilde in Manila, participants to the gathering resolved to establish a formal organization of HRDs to look into possible protection mechanisms for HRDs and ways of enhancing their capabilities in doing human rights work.

Human rights essential to democracy – UN Expert
December 2 , Manila -- The United Nations Special Rapporteur on the situation of Human Rights Defenders, Margaret Sekaggya, yesterday urged governments in Asia to recognize and protect persons working on human rights issues as “essential” to building democracy.
Sekaggya said, “human rights play an indispensable role in the defense of democracy” as she observed that democracy is at a cross roads in many countries in the region, where the military and conservative parties are making a comeback.
Ms Sekaggaya is in Manila in an unofficial capacity to participate in a regional forum of human rights defenders from 2 to 4 December, in which some 100 human rights activists from 16 countries in Asia are participating.
The UN independent expert from Uganda explained that “criticism and dissent are the lifeblood of a healthy democratic society.”

In celebration of the International Human Rights Week 2009,Task Force Detainees of the Philippines (TFDP), and in promotion and defense of human rights launched the Human Rights Defenders-Pilipinas on December 3, 2009.
Dubbed as “National Human Rights Defenders Conference”, the launch was held back to back with the “National Anti-Mining Conference” December 1 to 3, 2009 at De La Salle College of Saint Benilde’s,Taft Campus.
Atty. Jessica Gambol-Schuck, representative of the Chairperson of the Commission on Human Rights (CHR) Atty. Leila De Lima and Human Rights Defenders from Luzon, Visayas and Mindanao attended the December 3,2009 event.
This aims to consolidate and organize human rights defenders around the country and collectively face series of harassments and violations committed against the Filipinos and the human rights defenders themselves, especially to the large-scale mining stricken communities (Site of Peoples Resistance), militarized areas and marginalized sectors of society.
The effort is also a response to the unresolved cases of extra judicial killings, torture, enforced disappearance and the continuous victimization of human rights defenders like in the recent brutal “Maguinadanao Massacre” that includes media personel and innocent civilians.
HRD-Pilipinas will also campaign for the Human Rights Agenda for 2010 national election.
