Possible Motive: To sow fear and terror among Casiguran residents, and to discourage farmers, fisher folks and indigenous people to campaign against the establishment of an economic zone
Summary of the Incident
On June 26, 2010 at around 2:20am , Fr. Jose Francisco “Jofran” Talaban, 43, parish priest of Nuestra Señora de la Salvacion in Barangay Bianoan, Casiguran, Aurora, and also a human rights defender, said he was sleeping when unidentified armed group fired gun shots and threw grenade at the parish house Fr. Jofran was shocked when he heard the explosion and immediately went inside the bathroom to protect himself. He stayed inside the bathroom for almost three hours. At around 5:00 am , Fr. Jofran, thinking that the group has left, went outside to see the effects and damages caused by the perpetrators. He found that the incident left countless bullet marks and shrapnel about two meters from his own bed. Fr. Jofran realized that he was lucky to survive the attack unharmed.

Eight (8) political prisoners were granted conditional pardon with parole conditions by former President Gloria Macapagal Arroyo. After more than a decade of political detention and punishment by the state, Orlando Bundalian Jr., Ruperto Lopez Jr., Pedro Madera, Pedro Pascual, Anacleto Mercader, Rogelio Galero, Mariano Reyes and Rodolfo Tubera were released at last this July 8, 2010 from the Maximum Compound of the National Bilibid Prison (NBP) in Muntinlupa eight days after the former president’s term ended.
The eight (8) were part of the 271 political prisoners and political detainees (Records of TFDP as of June 15, 2010) languishing in jails around the country because of their political beliefs and actions that the state perceived as a threat to its existence. While their release is a welcome development it is just a small token compared to the injustice, violations of human rights and suppression that are bestowed to all our human rights defenders and freedom fighters. Their release reunites them with their wives and children, mothers, fathers, siblings, relatives and friends, who for decades waited and struggled for the attainment of their freedom.

8 political prisoners ordered to be released by PGMA remain in prison after she steps down Task Force Detainees of the Philippines (TFDP) a human rights organization calls for P-Noy’s attention on the situation of their so-called “FREEDOM-8” or 8 political prisoners in New Bilibid Prison (NBP) in Muntinglupa. The release of the “FREEDOM-8” according to TFDP was signed by PGMA this May 2010 as a product of their lobby to the Presidential Committee on Bail Recognizance Pardon or PCBReP. A memorandum signed by Executive Secretary Leandro Mendoza for their release was only transmitted to the Bureau of Corrections (BuCor) this June 25, 2010, a Friday and three (3) working days before PGMA’s last day in Malacanang. TFDP and relatives of the 8 expected the supposed releases before PGMA stepped down from office.
“The pending releases of the 8 political prisoners were because of the bureaucratic red tape of the government, and the inefficiency of the PCBReP in facilitating the releases. In the first place, we were told that the only last document that BuCor needed in order to release the 8 are individual papers that are supposed to be issued by the Office of the President, and was supposedly facilitated by this committee,” Emmanuel Amistad, the Executive Director of the TFDP said.

Rights group challenges P-Noy to run after torturers
June 25, 2010. Task Force Detainees of the Philippines (TFDP) and relatives of political prisoners/detainees join the other members of UATC or the United Against Torture Coalition Philippines and the freedom from torture advocates worldwide in commemorating the International Day in Support of Torture Victims by challenging P-Noy to release all political prisoners/detainees who are most often also victims of torture and to prosecute their torturers. “We celebrate the criminalization of a gross human rights violation such as torture through the Republic Act 9745 or the “Anti-Torture Act” after decades of lobby and campaigns, but we also grieve that despite its passage torture still remains a practice among the Armed Forces of the Philippines and the Philippine National Police,” Emmanuel Amistad, Executive Director of Task Force Detainees of the Philippines stated.

Task Force Detainees of the Philippines (TFDP), as a human rights organization joins fellow advocates and relatives of victims of torture in the worldwide commemoration of the International Day in Support of Torture Victims by calling for the immediate implementation of RA 9745 (Anti-Torture Law) and for P-Noy to release all political prisoners and political detainees who are mostly victims of torture. TFDP celebrates the enactment of RA 9745, a product of decades of arduous lobby and campaign by all who wish to banish torture from our midst. The war against torture has not been won by the enactment of an anti-torture law, there is still a need to be vigilant and determined in pursuing cases against torturers and other perpetrators of human rights violations. Only when we have sent a crystal clear message to violators that they face retribution through our justice system can we begin to celebrate. Today, torture remains a bloodstain that can not be washed away until impunity is dead and buried.
