“We have seen that not much progress can be reported with regards to the compliance of the Philippine government with the UN Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and the Concluding Observations of the Committee Against Torture,” the United Against Torture Coalition (UATC)-Philippines said in its report to the UN Committee Against Torture.

POLICE AND military torturers must be relieved and punished under Republic Act 9745 or the Anti-Torture Act of 2009.

The cell phone video footage shown in an ABS-CBN newscast about a snatcher being tortured allegedly by a community precinct commander named Senior Insp. Joselito Binayug inside a police station in Tondo, Manila, and the reports on the torture of five suspected rebels (Lenin Salas, Rodwin Tala, Jose Gomez, Daniel Navarro and Jerry Simbulan) in San Fernando, Pampanga, by Supt. Madzgani Mukaram, commander of the police’s provincial public safety company (Inquirer, 08/09/10), are clear violations of RA 9745.

UATC presses for prosecution of cops in torture mess

An anti-torture advocate group is calling for the prosecution of suspects in the torture of an alleged thief in a police precinct in Manila’s Tondo district.

The United Against Torture Coalition (UATC)-Philippines made the call after the main suspect Senior Inspector Joselito Binayug denied during last Thursday's Senate hearing he was the police officer shown in a cell phone video torturing an alleged robbery suspect inside the Asuncion police precinct.

All it takes to end all forms of torture in the country is President Benigno “Noynoy" Aquino III’s saying no to such acts, just like he did on the use of wang-wang (siren and blinkers), a human rights group said Saturday.
