Task Force Detainees of the Philippines - Established in 1974 by the Association of Major Religious Superiors of the Philippines
The 15th National Convention of Task Force Detainees of the Philippines (TFDP), having met in Tagaytay City on November 20-21, 2008, participated in by 40 women and men representatives of human rights defenders from all over the country. Foresee the intensification of internal conflict and comprehensive violations of human rights and the international humanitarian law, by the state and non-state entities in the face of war in Mindanao, that has now displaced more than half a million civilians, and the counter-insurgency deadline by the AFP-PNP in 2010 that has already exacted a high toll on people’s lives and civil-political rights. |

We started our journey three years ago in the rainy days of September, made even colder by the cool climate of Tagaytay.
Our passion for human rights and our passion for humanity warmed each other’s hearts and our fervor and dedication fired up the road ahead. Three years have passed and we are again together in the cool climate of Tagaytay. To look back and draw lessons from the past. To look ahead at the challenges and obstacles that await us.
Together let us look back at our exciting yet perilous journey. |

on the Occasion of the 15th Task Force Detainees of the Philippines National Convention: Defending Human Rights, Working for Justice and Building Peace in the Midst of War and Corruption

Good Morning.
In behalf of the Commission on Human Rights, I would like to thank Executive Director, Sr. Crescencia Lucero, and the Task Force Detainees of the Philippines for this opportunity to address the entire organization and to galvanize our solidarity and partnership in our common mission to advance the cause of human rights protection and promotion.
The Philippine human rights landscape, since the creation of TFDP in 1974, has changed dramatically several times over. We have witnessed the brutality of martial law, the bloodbath of the Islamic secessionist movement, the gripping fear brought about by the Sparrow Units, the outrage of the student movement, the birth of the Diliman Republic and the unbridled pilferage of national wealth. We have seen the upheaval of the 1986 Revolution, the rash of coup d' etat attempts, vigilante killings, the restoration of democracy only to be blighted by the return of the same brigands expelled by the people. |
