Human rights violations are spreading throughout the country where cases of torture, illegal detention and extra-judicial execution have begun to pile up. It has taken an alarming level since Gloria Macapagal-Arroyo took power in 2001. The human rights situation today is cast against the background of more threatening concerns generated by “Oplan Bantay Laya”, (Operation Freedom) GMA’s master plan on delivering the final blow to end the insurgency, as well as that of her administration's penchant for attacking civil liberties and violating human rights.

The Kapisanan para sa Pagpapalaya ng mga Bilanggong Pulitikal sa Pilipinas (KAPATID) was formed in 1978 during the martial law years by concerned relatives and individuals as a response to the widespread political imprisonment and detention of anti-Marcos forces.

From 1978 to 1997 KAPATID was instrumental in the formation of socio-economic projects in detention centers, and in publicizing individual cases of political detainees. Because of KAPATID’s campaign government created the Office of the Presidential Adviser to the Peace Process (OPAPP) and the Presidential Committee on Bail, Recognizance and Pardon (PCBReP) that focuses mainly on inmates who were arrested due to their political affiliation and belief.

The Commission on Human Rights of the Philippines (CHRP) currently operates in a coercive environment and a culture of impunity.

A state of repression is happening within the context of the questioned legitimacy of President Gloria Macapagal-Arroyo presidency and of her perceived moves to maintain her hold on political power. There is increasing militarization in the rural areas up to the north and south entrances to Metro Manila with the seeming ubiquitous operations of death squads. The setting up of “super regions” delineated for development and investment herald the on-going and up coming development aggression and its concomitant human rights violations. The unabated, increasing extra-judicial executions, forced disappearances, torture and inhuman treatment, arrests, detentions and harassment of political activists, journalists, leaders of people’s organizations, church people, youth and ordinary citizens was meant to sow fear, curtail, among others, the right to information, the freedoms of expression, peaceful assembly and movement.

Before they came, we were living peacefully. We had abundant fresh water, fertile soil for our vegetables and rice, timber to build our small houses, and most especially, healthy relationships amongst us.

When the mining company came, all of these changed. Not only did they threaten to pollute our waters and land, level Dinkidi Hill, and submerge sitio Dinauyan to construct their tailings dam, the mining company is set to wipe out the Ifugao here in Didipio.”
