It was on September 21, 1972, that Ferdinand E. Marcos declared Martial Law. Since that fateful day, September 21 has never been forgotten.

On that day, Marcos legitimized his dictatorial regime and made his political opposition paralyzed. He became the most powerful man in the entire country dismantling the legislative branch of government and assumed all the judicial and executive functions.

For the first time, I stepped on the Port of Manila in the early summer months of 1972. Born and raised outside of this “great City of Manila” everything I saw - from tall buildings, wide streets and avenues and the hustle and bustle of city life - represented what for people like me a “promdi” 2 was like the Mecca of the Muslim pilgrims. People from the provinces came to Manila to seek their fortune or misfortune. People from the provinces saw in this city as the land of opportunities to better their lives. I came to Manila to be one of the staff of the priest-delegate of Misamis Occidental to the 1971 Constitutional Convention.

On the fateful morning of 8 September 2004 at 5:30, victims Abubacar Japalali and his wife Carmen were inside their house in barangay Bincungan, Tagum City sleeping while their neighbors, Oslamic Ladia and Rosalim Padama were also in an adjacent house. When Ladia went outside to urinate, he saw several soldiers in a firing position and their house surrounded as well as the house of the Japalalis.

The anti-terror campaign of the government continues to claim innocent, hapless Muslims as victims. Branded as terrorists, our Muslim brothers have been accused of responsibility in several bombing incidents.

In the areas of Mindanao, TFDP recently documented two cases of illegal arrest which involved four (4) Muslim individuals in Cotabato City and Maguindanao Province.
